Luke founded this company after retiring with 40 years of Government service. He earned several Master's Degrees, one in Public Administration from the University of Wyoming, the other in Strategic Studies from the US Army War College. Luke's initial exposure to critical infrastructure came while deployed in support of Operation Iraqi Freedom II (2004) where he successfully served as the Mayor of a 10,000 man deployment camp; responsible for feeding, sheltering and securing all those passing through the camp and ensuring their life support needs in terms of water, wastewater, sanitation and fire / emergency medical response were met. As the State of Wyoming's National Guard Domestic Operations Officer, he spent years working closely with Mayors, County Commissioners, Sheriffs, County Emergency Planners and others; preparing for and responding to disasters. Luke spent the last 12 years of his career on the cabinet of two Governor's, with eight years as the Adjutant General (TAG) and four years as the Director of the Wyoming Department of Transportation (WYDOT). As the TAG, he took a special interest in the threat and potential effects of long term power outage (LTPO) and worked closely with the Governor's Office, the Wyoming Department of Homeland Security and Public Service Commission, County Officials, utility companies and others to prepare for and plan a respond to that potential event. He continued his LTPO efforts with a focus on emergency communications (part of his portfolio) as the Director of WYDOT. Retiring in 2023, Luke made the decision to stay involved in dealing with this critical threat. In addition to providing services through R4SI, he is a member of and serves as the Chief of Staff for the Foundation for Infrastructure Resilience, a 501c(3) focused on providing solutions and working the issues surrounding our Nation's critical infrastructure. Luke continues to reside in Wyoming.
Luke participated in the Cybersecurity and Infrastructure Security Agency (CISA) sponsored Resilient Power Working Group and to the associated 2022 CISA Publication "Resilient Power Best Practices for Critical Infrastructure Sites"
At the invitation of Westover AFB and the town of Chicopee, Mass; Luke Reiner (r4si), in conjunction with his partners, Mr. Chuck Manto of Instant Access Networks, LLC, and Mr. Dave Hunt of Homeland Security Consulting helped create and facilitate a unique dual-world tabletop exercise. The three hour table top exercise compared the results of group A (unprepared) against group B (some preparation) in a long term power loss scenario. As expected, the results were significantly different and dramatically demonstrated the need for individuals and communities to prepare.
